Town of Byrdstown meeting held

The Town of Byrdstown Board of Mayor and Aldermen met in regular session on Monday, April 14, 2014 at 4:30 p.m. at Town Hall. Those present were Mayor Chris Thompson, Recorder Johnny Sells, Alderman Johnny Bilbrey, Alderwoman Opal Clayborn, Town Engineers Nathaniel Green & James Garrett, Chamber of Commerce Director Bill Robbins, Phillips Smalling Town Attorney, Rex Tompkins, Robert Young, Jeff Flowers and Tim Booher.
The Mayor called the meeting to order and the proposed agenda was presented. A motion was made by Johnny Sells to adopt the agenda as presented. A second was voiced by Johnny Bilbrey and with all members voting aye, the motion carried.
A motion was made by Opal Clayborn to approve the minutes of the March 10, 2014 meeting as written. A second was voiced by Johnny Bilbrey and, with all members voting aye, the motion carried.
Under New Business, Nathaniel Green with James C. Hailey and Company addressed the board of the Water Loss Project and Tank Rehabilitation Project. He explained that the bid dates for leak detection on the Water Loss Project and also for the tank painting will be May 5, 2014 at 2:00 p.m. at which time the bids will be opened at town hall.
A motion was made by Johnny Sells to approve the water line addition for the Lowhorn property, as submitted by James C. Hailey & Company with no cost to the city. A second was voiced by Johnny Bilbrey and with all members voting aye the motion carried.
A motion was made by Johnny Sells to authorize the mayor to move forward and apply for a sewer rehabilitation grant thru CDBG. A second was voiced by Opal Clayborn and with all members voting aye the motion carried.
A motion was made by Johnny Bilbrey to transfer $125,000.00 to a new account for matching funds for the ARC Water Loss Grant. A second was voiced by Opal Clayborn and with all members voting aye the motion carried.
A motion was made by Johnny Sells to approve to set up a Govdeal.com account. A second was voiced by Johnny Bilbrey and with all members voting aye the motion carried.
A motion was made by Opal Clayborn to advertise used meter for sale locally and also to list meters on Govdeals.com site after the account is set up. A second was voiced by Johnny Sells and with all members voting aye the motion carried.
The Mayor gave an update on the Tennessee Basic Economic Development Course he will be attending in Nashville. He informed the board that the cost was paid in full by a scholarship he received for $445.00 and also a grant from VEC for $931.94.
A motion was made by Johnny Sells to ratify purchase order #6344 for $1002.42 to G&C Supply Company for materials for the water department. A second was voiced by Opal Clayborn and with all members voting aye the motion carried.
Opal Clayborn addressed the board of an entrance on North Main Street that needed repaired.
With no further business to discuss a motion was made by Opal Clayborn to adjourn until the next regular meeting on Monday May 12, 2014 at 4:30 at Town Hall. A second was voiced by Johnny Bilbery and with all members voting aye the meeting adjourned at 5:03 p.m.
