Pickett County Commissioners April 12 meeting


The Pickett County Commissioners met in regular session on April 12. All commissioners were present.
Motion by Danny Dennis and seconded by Colan Huddleston to approve the agenda as presented. All ayes.
Approved motion by William Gibson and seconded by Wayne Clayborn to approve the minutes of the March 17 county court meeting.
Motion by Misty Dowdy and seconded by Kenny Tompkins to approve FY 2007/2008 3rd Quarter Reports for County General Fund, Debt Service Fund and the Solid Waste Fund. All ayes.
Carried motion by Deborah Garrett and seconded by Evan Wright to approve an Asset Capitalization and Depreciation Policy. This policy is to address Pickett County Government’s compliance with the provisions of Governmental Accounting Standards Board Statement 34. This policy will take effect upon its message by the Pickett County Government Board of County Commissioners and replace any and all previous asset and depreciation policies. All ayes.
Passed motion by William Gibson and seconded by Colan Huddleston to approve FY 2007/2008 Budget Amendment #9, County General Fund as submitted by Mr. Stephen Bilbrey, County Executive. All ayes.
Motion by Colan Huddleston and seconded by Evan Wright to approve FY 2007/2008 Budget Amendment#10, Drug Control Fund as submitted by Mr. Stephen Bilbrey, County Executive. All ayes.
Carried motion by Wayne Clayborn and seconded by Alice Storie to approve FY2007/2008 Budget Amendment #11, Solid Waste Fund as submitted by Mr. Stephen Bilbrey, County Executive. All ayes.
Approved motion by Deborah Garrett and seconded by Kenny Tompkins to approve FY 2007/2008 Budget Amendment #3 General Purpose School Fund as submitted by Mrs. Diane Elder, School Superintendent. All ayes.
Passed motion by Colan Huddleston and seconded by Danny Dennis to approve FY 2007/2008 Budget Amendment Highway Department Fund as submitted by Mr. Jimmy Cope, Road Superintendent. All ayes.
Motion by Alice Storie and seconded by Danny Dennis to release Jennifer Anderson, Trustee from the following taxes:
(1) 2006 Taxes Filed for Collection $30,760.27
(2) 2006 Changes in Assessment Lost $5,322.88
(3) 2006 Deleted Taxes $3,211.58
(4) 2006 Public Utilities Filed for Collection $6,306.68 for a total of $45,601.41. all ayes.
Carried motion by Colan Huddleston and seconded by Kenny Tompkins to approve transferring funds in the amount of $5,900.00 from reserve account for other capital outlay to county general fund balance for jail renovations. All ayes.
Passed motion by William Gibson and seconded by Kenny Tompkins to approve paying Air and Hydraulic Equipment the amount of $31,841 and the 2nd change order amount of $1,929.46 for a total amount of $33,770.46 for rebuilding the baler at the Pickett County Landfill, the amount only as per bid. All ayes.
Other discussions with no action taken were: Old Dr.’s office, Orange Carpet tour, Emergency Services Meeting.
Approved motion by Danny Dennis and seconded by Penny Russell to set the Emergency Services meeting for May 12, at 5 p.m. at the Pickett County Library. All ayes.
There was a discussion of Proclamation-National Volunteer Week.
Carried motion by Deborah Garrett and seconded by William Gibson to hereby proclaim April 27-May 3, 2008 as National Volunteer Week in Pickett County. All ayes.
Motion by Colan Huddleston and seconded by Penny Russell to adjourn until the next scheduled meeting on May 19 at 6 p.m. for the regular county court meeting in the community room of the Pickett County Library without roll call.
