Town of Byrdstown June 8th meeting

The Town of Byrdstown
Board of Mayor and Aldermen
met in regular session on
Monday, June 8, 2009 at 5:00
p.m. at Town Hall. Those
present were Mayor Billy
Robbins, Recorder Johnny
Sells, Alderwoman Opal Clayborn,
Alderman Glenn Parris,
Alderman Rex Tompkins,
Water Plant Supervisor Malcolm
Harmon, Town Engineer
James Garrett, Annette Sells,
Kay Griffin, and Archie Griffin.
The Mayor called the meeting
to order and presented the
proposed agenda. A motion
was made by Johnny Sells to
adopt the agenda as presented.
A second was voiced
by Rex Tompkins and, with
all members voting aye, the
motion carried.
A motion was made by Rex
Tompkins to approve the minutes
of the May 11, 2009 regular
meeting as written. A
second was voiced by Glenn
Parris and, with all members
voting aye, the motion carried.
Under old business, the
Mayor informed the Board
that Water Plant employee
Annette Sells was up for a six
(6) month review as outlined
in the Employee Handbook.
The Mayor stated that
Annette was a good choice. A
motion was made by Glenn
Parris to increase Annette
Sells’ wages 50¢ per hour
retroactive to May 17, 2009. A
second was voiced by Opal
Clayborn and, with all members
voting aye, the motion
carried.
A motion was made by
Glenn Parris to hire James C.
Hailey and Company for engineering
services for the water
improvement project. A second
was voiced by Johnny
Sells and, with all members
voting aye, the motion carried.
Under new business, the
Mayor reported to the Board
that the Tennessee Housing
Development Agency (THDA)
has awarded the Town of
Byrdstown a grant for
$375,000.00 for home owner
rehabilitation projects. This
grant is one of four (4) that
was awarded in the State of
Tennessee. If your home is in
need of repair or needs to be
replaced altogether, applications
can be picked up at
Town Hall sometime in late
July. An announcement will
be put in the PICKETT COUNTY
PRESS giving the date that
these applications will be
available.
A motion was made by
Johnny Sells to fix a berm and
do street repairs on Honeysuckle
Lane. A second was
voiced by Glenn Parris and,
with all members voting aye,
the motion carried.
A motion was made by
Opal Clayborn to adopt
MTAS’ Records Retention
Policy. A second was voiced by
Glenn Parris and, with all
members voting aye, the motion
carried.
A motion was made by
Glenn Parris to authorize repairs
to the City Sewer Pump
Station located at the
Hutchinson building. A second
was voiced by Opal Clayborn
and, with all members
voting aye, the motion carried.
A motion was made by
Johnny Sells to retain CPA
Joel D. Parks for audit contracts
for 2009-2010 at the
same cost as last year in the
amount of $9,200.00. A second
was voiced by Opal Clayborn
and, with all members
voting aye, the motion carried.
With no further business to
discuss, a motion was made
by Rex Tompkins to adjourn
until the next regular meeting
on July 13, 2009 at 5:00
p.m. at Town Hall. A second
was voiced by Glenn Parris
and, with all members voting
aye, the meeting adjourned at
5:58 p.m.
