Pickett Co. Commissioners Meeting

The Pickett County Commissioners
met in regular session
on March 15, 2010.
Present and presiding was the
Honorable Stephen Bilbrey,
Chairman and Robert Lee,
Clerk of the Court. Court was
called to order by Clerk Lee
who turned the meeting over
to Chairman Bilbrey. The invocation
was given by Danny
Dennis. The Pledge of Allegiance
to the Flag was given
by all. All commissioners were
present except for Evan
Wright. The following proceedings
were had and entered
on the court minutes:
•Carried a motion by Colan
Huddleston and seconded by
Danny Dennis to approve the
agenda as presented. All ayes.
Motion carried.
•Passed a motion by
Wayne Clayborn and seconded
by William Gibson to
approve the minutes of Feb.
23, 2010 county court meeting.
All ayes. Motion carried.
•Approved a motion by
Kenny Tompkins and seconded
by Penny Russell to approve
Notary Renewals:
Nancy L. Lee, Laura Brown,
Lisa A. Beaty, Tammy D. Bilbrey
and Jeff Rich. All ayes.
Motion carried.
•Carried a motion by
Danny Dennis and seconded
by Colan Huddleston to approve
Resolution Number
09/10-10. This is a resolution
showing support SB3755/
HB3275 authorizing local governments
to adopt local preference
purchasing policies. All
ayes, except for Alice Storie
passed. Motion carried.
•Passed a motion by Alice
Storie and seconded by
William Gibson to approve
Resolution number 09/10-11.
This is a resolution to recognize
and congratulate Volunteer
Energy Cooperative for
seventy five years of meritorious
service. All ayes. Motion
carried.
•Approved a motion by
Deborah Garrett and seconded
by Misty Dowdy to approve
Resolution Number
09/10-12. This is a resolution
concerning contributions to
various organizations for the
fiscal year 2009/2010 for the
Pickett County Highway Department.
This being the first
of two readings. All ayes, motion
carried.
•Carried a motion by
William Gibson and seconded
by Colan Huddleston to approve
Resolution Number
09/10-12. This is a resolution
to urge the General Assembly
to oppose SB2938/HB3590.
All ayes. Motion carried.
•Passed a motion by
William Gibson and seconded
by Misty Dowdy to accept the
bid from Action Communications
in the amount of
$7329.20 for pagers for the
fire department. These pagers
are being purchased with
FEMA Fire Grant Funds.
This being the lowest and/or
best bid. All ayes. Motion carried.
•Approved a motion by
Williams Gibson and seconded
by Kenny Tompkins to
accept the bid from Abbott
Communications in the
amount of $5489.80 for radios
for the fire department. These
radios are being purchased
with FEMA Fire Grant
Funds. This being the lowest
and/or best bid. All ayes. Motion
carried.
•Carried a motion by Deborah
Garrett and seconded by
Wayne Clayborn to reject all
bids for Turn Out Gear and to
rebid with more specific specifications
on Complete Turn
out Gear. All ayes. Motion
carried.
•Passed a motion by Eddie
Holt and seconded by William
Gibson to accept bid from
Profire for 1 1/2 inch nozzles,
Heritage for 2 1/2 inch nozzles,
Nafeco for 1 1/2 inch cellular
nozzles and Heritage for
2 1/2 inch play pipe nozzles
for the Fire Department. The
being the lowest and/or best
bids. These nozzles are being
purchased with FEMA Fire
Grant Funds. All ayes. Motion
carried.
•Approved a motion by
Eddie Holt and seconded by
Kenny Tompkins to accept the
bid from Nafeco for 1 1/2 inch
hose (white) and Heritage for
the 2 1/2 inch hose for the Fire
Department. These hoses are
being purchased with FEMA
Fire Grant Funds.
These being the lowest and/or best bids. All ayes, motion
carried.
•Carried a motion by
Colan Huddleston and seconded by Misty Dowdy to delete
Garfield Melton Road from the county road list as submitted
by Mr. Jimmy Cope, Road Superintendent. All ayes. Motion
carried.
Other Business
A. Discuss Free Dump Day April 17, 2010
Passed a motion by Kenny Tompkins and seconded by Eddie
Holt to approve April 17, 2010 as Free Dump Day for citizens
of Pickett County. This is conjunction with Keep Tennessee
Beautiful Day. This being for household trash only (no commercial
business dumping and no tires). All ayes. Motion carried.
B. Discuss Jail Study
•Approved a motion by Colan Huddleston and seconded by
Eddie Holt to adjourn until the regular meeting on April 19,
2010 at 6:00 p.m. in the community room of the Pickett County
Library without roll call.
