County approves prisoner meals, county insurance bids

The Pickett County Commissioners met in regular session on June 21, 2010. Present and presiding was the Honorable Stephen Bilbrey, Chairman and Robert Lee, County Clerk. Court was called to order by Clerk Lee who turned the meeting over to Chairman Bilbrey. The invocation was given by Danny Dennis. The Pledge of Allegiance to the Flag was given by all. All commissioners were present except for Wayne Clayborn and Misty Dowdy. The following proceedings were had and entered on the court minutes as wit:
•Carried a motion by Colan Huddleston and seconded by William Gibson to approve the agenda as presented. All ayes. Motion carried.
•Approved a motion by Alice Storie and seconded by Kenny Tompkins to approve the minutes of the May 17, 2010 county court meeting. All ayes. Motion carried.
At this time, Wayne Clayborn entered the meeting.
•Passed a motion by Deborah Garrett and seconded by Penny Russell to approve: Kaitlyn Claborn and Patricia Parsons and Notary Renewal: Stephen M. Bilbrey. All ayes. Motion carried.
•Carried a motion by Deborah Garrett and seconded by Penny Russell to award FY2010/2011 Administration of County Insurance bid to The Rains Agency in the amount of $1.00. This being the lowest and/or best bid. All present voted aye except for David Beaty, Wayne Clayborn, Danny Dennis, Eddie Holt and Evan Wright who voted nay; William Gibson, Colan Huddleston and Alice Storie who passed. Motion failed.
•Approved a motion by Evan Wright and seconded by David Beaty to award FY 2010/2011 Administration of County Insurance bid to Keisling Insurance in the amount of $1.00. This being the lowest and/or best bid. All present voted aye, except Deborah Garrett and Penny Russell who voted nay and William Gibson and Alice Storie who passed. Motion carried.
•Passed a motion by Colan Huddleston and seconded by Danny Dennis to award FY 2010/2011 Propane Gas for all county buildings bid to Tri Co. Propane Gas, Inc. in the amount of $1,289. This being the lowest and/or best bid. All ayes. Motion carried.
•Carried a motion by Eddie Holt and seconded by Colan Huddleston to award FY 2010/2011 Prisoner Meal bid to the Dixie Cafe in the amount of $3.65 per meal. This being the lowest and/or best bid. All ayes. Motion carried.
•Approved a motion by William Gibson and seconded by Kenny Tompkins to approve FY 2009/2010 Budget Amendment #7, County General Fund as submitted by Mr. Stephen Bilbrey, County Executive. All ayes. Motion carried.
•Passed a motion by Danny Dennis and seconded by William Gibson to approve FY 2009/2010 Budget Amendment #8, Debt Service Fund as submitted by Mr. Stephen Bilbrey, County Executive. All ayes. Motion carried.
•Carried a motion by Deborah Garrett and seconded by Colan Huddleston to approve FY 2009/2010 Budget Amendment #9, Solid Waste Fund as submitted by Mr. Stephen Bilbrey, County Executive. All ayes. Motion carried.
•Approved a motion by Deborah Garrett and seconded by Colan Huddleston to approve FY 2009/2010 Budget Amendment, Highway Department Fund as submitted by Mr. Jimmy Cope, Road Superintendent. All ayes. Motion carried.
•Passed a motion by William Gibson and seconded by Deborah Garrett to approve FY 2009/2010 Budget Amendment #1, General Purpose School fund as submitted by Mrs. Diane Elder, Director of Schools. All ayes. Motion carried.

•Approved a motion by Alice Storie and seconded by Kenny Tompkins to approve a transfer of $4904 from account 34161 Reserve Account for Computer System-Register to the County General Fund Balance for recording costs of new documents in the Register of Deeds Office. All ayes. Motion carried.
•Passed a motion by Colan Huddleston and seconded by William Gibson to approve Resolution Number 09/10-17. This is a resolution authorizing the County Executive to adopt a continuing budget and tax rate for the fiscal year beginning July 1, 2010. All ayes. Motion carried.
•Carried a motion by William Gibson and seconded by Danny Dennis to approve Resolution Number 09/10-18. This is a resolution of Pickett County, Tennessee authorizing the issuance of interest bearing general obligation capital outlay notes, series 2010 in an amount not to exceed $425,000 and providing for the payment of said notes. All ayes. Motion carried.
•Approved a motion by Deborah Garrett and seconded by Colan Huddleston to approve Resolution Number 09/10-19. this is a resolution authorizing the Pickett County Government to accept a Rural Housing Service (RHS) Grant form USDA Rural Development to purchase computer equipment for the PC K-8. All ayes. Motion carried.

B. Discuss Budget Committee Meeting - July 12th at 5:00 p.m. at the Pickett County Library

•Carried a motion by Colan Huddleston and seconded by Wayne Clayborn to adjourn until the next schedule county court meeting on July 19, 2010 in the community room of the Pickett County Library without roll call.
Thereupon Court Adjourned Until July 19, 2010.
