Pickett Commissioners July 19th meeting

The Pickett County Commissioners met in regular session on July 19, 2010. Present and presiding was the Honorable Stephen Bilbrey, Chairman and Robert Lee, County Court Clerk. Court was called to order by Clerk Lee who turned the meeting over to Chairman Bilbrey. The invocation was given by Bob Mullins. The Pledge of Allegiance to the Flag was given by all. All commissioners were present except for Misty Dowdy. The following preceding were had and entered on the court minutes as wit:
Approved a motion by Wayne Clayborn and seconded by Colan Huddleston to approve the agenda as amended. All ayes. Motion carried.
Carried a motion by William Gibson and seconded by Eddie holt to approve the minutes of the June 21, 2010 county court meeting. All ayes. Motion carried.
Passed a motion by Danny Dennis and seconded by Penny Russell to approve Notary: Brenda Gail Winningham. All ayes. Motion carried.
Approved a motion by Colan Huddleston and seconded by William Gibson to approve Resolution Number 10/11-01. This is a resolution to affirm compliance with Federal Title VI Regulations. All ayes. Motion carried.
Carried a motion by Deborah Garrett and seconded by Wayne Clayborn to approve Resolution Number 10/11-02. This is a resolution to adopt the five-year Strategic Economic Development Plan. All ayes. Motion carried.

Passed a motion by William Gibson and seconded by Deborah Garrett to approve addendum to the Pickett County 2010 Three Star Strategic Economic Development Plan. All ayes. Motion carried.
Approved a motion by Deborah Garrett and seconded by Kenny Tompkins to approve Resolution Number 10/11-03. This is a resolution to fix the jailer's fee of Pickett County and to amend Resolution Number 03/04-001. All ayes. Motion carried. At this time Evan Wright left the meeting.
Carried a motion by Deborah Garrett and seconded by Danny Dennis to award the bid for 2 new fire trucks to Southern Fire in the amount of $356,720.00 to be purchased out of CDBG Grant with balance to be paid with funds from a local bank with the lowest interest rate. This being the lowest and/or best bid. All ayes except for Eddie Holt who voted nay. Motion carried. There was a 15 minute break.
A. Discuss Regional Jail - Ben Rodgers
B. Discuss Gasco Taxes - Phillips Smalling
Passed a motion by William Gibson and seconded by Deborah Garrett to approve satisfaction in the amount of $20,000.00 subject to penalty and interest for city and county from this date. This is for the economic and community development loan due from Gasco Distribution Systems, inc. All ayes. Motion carried.
C. Discuss Veterans Service Officer - Glenn Williams
Approved a motion by Danny Dennis and seconded by Alice Storie to approve a pay increase in the amount of $1000.00 per year for the Pickett County Veterans Service Officer. All ayes except for Eddie Holt who voted nay and David Beaty, Wayne Clayborn, Deborah Garrett and William Gibson passed. Motion carried.
D. Discuss Budget Committee Meeting - August 10, 2010 at 5:00 p.m.
E. Discuss Special Called meeting - August 30, 2010 at 6:00 p.m.
F. Bilbrey Road
Carried a motion by Alice Storie and William Gibson to delete Bilbrey Road as a County Road as submitted by Mr. Jimmy Cope, Road Superintendent. All ayes. Motion carried.
Passed a motion by Colan Huddleston and seconded by Wayne Clayborn to adjourn until the next scheduled County Court Meeting on August 16, 2010 at 6:00 p.m. in the community room of the Pickett County Library without roll call.
Thereupon Court Adjourned Until August 16, 2010
