Commissioners approve funding to complete Welcome Center

The Pickett County Commissioners met in regular session on April 18, 2011. Present and presiding was the Honorable Johnie Neal, Chairman and Robert Lee, Clerk of the Court. Court was called to order at 6:00 p.m. by Clerk Lee who turned the meeting over to Chairman Neal. The invocation was given by Johnie Neal. The Pledge of Allegiance to the Flag was given by all. All commissioners were present. The following proceedings were had and entered on the court minutes:
•Passed a motion by Eddie Holt and seconded by Lowell Winningham to approve the agenda as amended. All ayes. Motion carried.
•Carried a motion by Colan Huddleston and seconded by Becky Matheny to approve the minute of the March 21, 2011 County Court Meeting. All ayes. Motion carried.
•Approved a motion by Darrell Garrett and seconded by Kenny Tompkins to approve Notaries for Stephanie Cook and Natalle V. Parris. All ayes. Motion carried.
•Passed a motion Lana Rossi and seconded by Kenny Tompkins to approve Resolution #10/11-09 to Adopt the Strategic Economic Development Plan, as presented by Will Robbins, Chamber of Commerce Executive Director. All ayes. Motion carried.
•Carried a motion by Kenny Tompkins and seconded by Becky Matheny to approve Resolution #10/11-10 to affirm compliance with Federal Title Regulations, as presented by Will Robbins, Chamber of Commerce Executive Director. All ayes. Motion carried.
•Approved a motion by Colan Huddleston and seconded by Eddie Holt to approve to release Trustee- Jennifer Anderson of taxes to Clerk & Master, Sue Whited as presented by Johnie Neal, County Executive. All ayes. Motion carried.
•Passed a motion by Eddie Holt and seconded by Darrell Garrett to approve Resolution #10/11-07 contributions to UCHRA fiscal year 2010/2011 as presented by Mr. Jimmy Cope, Road Superintendent on the 2nd and final reading. All ayes. Motion carried.
•Carried a motion by Becky Matheny and seconded by Tony Beaty to approve Highway Department Budget Amendment #1 for FY 2010/2011, as presented by Mr. Jimmy Cope, Road Superintendent. All ayes. Motion carried.
•Bid for Pickett Landfill truck failed due to
ack of motion and second.
•Approved motion by Doug Manis and seconded by Tony Beaty to table any action on the above and submit another bid proposal for a new and a used baler truck. Bid spec sheets are to be mailed statewide. Bids to be turned into the Pickett County Executive Office by Friday, May 13, 2011 at 2:00 p.m. All ayes. Motion carried.
•Passed a motion by Becky Matheny and seconded by Colan Huddleston to approve amendment to the By-laws of Pickett County Industrial Development Board to appoint 7 members instead of 9. It was approved by all members July 15, 2008 and was not presented to the county commissioners for approval. All ayes. Motion carried.
•Carried a motion by Tony Beaty and seconded by Becky Matheny to approve county funding in the amount of $80,000.00 in the completion of the Welcome Center as presented by Lana Rossi. All ayes. Motion carried.
Other Business
•Approved a motion by Tony Beaty and seconded by Lowell Winningham to abolish the 300 foot rule from the Pickett County Beer Laws. Tony Beaty, Darrell Garrett, Joe Harden, Terry Manis, Lana Rossi and Lowell Winningham voted aye; Eddie Holt, Colan Huddleston, Doug Manis, Daniel Masiongale, Becky Matheny and Kenny Tompkins voted nay. Chairman Neal passed. Motion failed.
Pickett Highway Department - County Roads were discussed with no action taken.
•Passed a motion by Colan Huddleston and seconded by Becky Matheny to adjourn until the next scheduled county court meeting on May 16, 2011 at 6:00 p.m. in the community room of the Pickett County Library without roll call.
