County to purchase building for Pickett County Justice Center

The Pickett County Commissioners met in regular session at 6:00 p.m. on January 16, 2012. Present and presiding was the Honorable Johnie Neal, Chairman and Robert Lee, Clerk of the Court. All commissioners were present except for Kenny Tompkins who was absent. The following proceedings were had and entered on the court minutes as wit:
•Approved a motion by Colan Huddleston and seconded by Eddie Holt to approve the agenda as presented. All ayes, motion carried.
•Carried a motion by Becky Matheny and seconded by Darrell Garrett to approve the minutes of the December 19, 2011 County Court Meeting. All aye. Motion carried.
•Approved a motion by Tony Beaty and seconded by Colan Huddleston to approve Notary Renewal for Marjorie Miller. All ayes. Motion carried.
•Passed a motion by Lowell Winningham and seconded by Tony Beaty to approve Pickett County Highway Department Inventory List 2012 as submitted by Jimmy Cope, Road Superintendent. All ayes. Motion carried.
•Carried a motion by Becky Matheny and seconded by Lowell Winningham to approve Pickett County Highway Department road list 2012 as submitted by Jimmy Cope, Road Superintendent. All ayes. Motion carried.
•Approved a motion by Tony Beaty and seconded by Eddie Holt to approve Resolution 11/12-5, Authorizing of Filing of a Community Development Block Grant (CDBG) Application for the purchase of emergency medical service vehicles as necessary equipment. All ayes. Motion carried.
•Passed a motion by Doug Manis and seconded by Tony Beaty to approve Byrdstown-Pickett County Volunteer Fire Department 4th Quarter Activity Report. All ayes. Motion carried.
•Carried a motion by Lowell Winningham and seconded by Doug Manis to approve Galen Rector's resignation of EMA Director. All Aye. Motion carried.
•Approved a motion by Doug Manis and seconded by Tony Beaty to approve Garry Garrett as a interim EMA Director. All ayes. Motion carried.
A. Carried a motion by Lowell Winningham and seconded by Darrell Garrett to take applications for EMA Director, on a volunteer basis to replace Galen Rector who has resigned. Applications to be turned into the Pickett County Executive's Office by February 20, 2012 before 1:00 p.m. All ayes. Motion carried.
•Passed a motion by Becky Matheny and seconded by Terry Manis to approve Debt Management Policies, if we need to borrow any money in the future we have to have a Debt Management Policy in place, to also be in compliance with Tennessee Code Annotated Laws. All ayes. Motion carried.
•Approved a motion by Eddie Holt and seconded by Daniel Masiongale to approve monthly Reports for Solid Waste Fund, County General Fund and Debt Services Fund for the month of December 2011. All aye. Motion carried.
•Carried a motion by Lana Rossi and seconded by Darrell Garrett to approve offer of $50,000 for old doctor’s office building. The purchase of this building and land is to be used for a Justice Center. All ayes. Motion carried.

Other Business
•Passed a motion by Becky Matheny and seconded by Colan Huddleston to rescind all actions on Item #9 December 19, 2011 County Commission Meeting. Lana Rossi has not or will not accept any monies for services pertaining to work she performed for James C. Hailey on Pickett County Borderlands Welcome Center. All ayes, except for Lana Rossi who passed. Motion carried.
•Carried a motion by Colan Huddleston and seconded by Becky Matheny to adjourn until the next scheduled County Court Meeting on February 20, 2012 at 6:00 p.m. in the Community room of the Pickett County Library without roll call.
