Town of Byrdstown meeting

The Town of Byrdstown Board of Mayor and Aldermen met in regular session on Monday, March 11, 2013 at 4:30 p.m. at Town Hall. Those present were Mayor Chris Thompson, Recorder Johnny Sells, Alderwoman Opal Clayborn, Alderman Johnny Bilbrey, Alderman Glenn Parris, Town Attorney, Phillips Smalling, Town Engineer, James Garrett, Johnnye Davidson, David Harer, Bob Young, Charles Parris, Renee Bobbitt, Kristi Lewis, and Michelle Mitchell.
The Mayor called the meeting to order and the proposed agenda was presented. A motion was made by Johnny Sells to adopt the agenda as presented. A second was voiced by Johnny Bilbrey and with all members voting aye, the motion carried.
A motion was made by Opal Clayborn to approve the minutes of the Feb, 11, 2013 regular meeting as written. A second was voiced by Glenn Parris and, with all members voting aye, the motion carried.
Under Old Business, there was an upstate on the tank site on Faix Rd., Town Engineer James Garrett presented a geotechnical study and there was no action by the board to change the project.
Under new business, office employee Jenny Johnson received a certification from the State of Tennessee having met all the statutory requirements as set forth in the Tennessee code annotated is hereby designated as a Certified Municipal Finance Officer (CMFO). A motion was made by Opal Clayborn to increase Jenny Johnson hourly wage by $.75 for receiving the certification retroactive to the granted date of Dec, 31, 2012. A second was voiced by Johnny Sells and with all members voting aye the motion carried.
A motion was made by Johnny Sells to do a budget amendment and to transfer $20,000.00 from the general fund for chemicals for the water plant and also to reflect $149,000.00 as revenue from the sales of the old Osh kosh building. A second was voiced by Johnny Bilbrey and with all members voting aye the motion was carried.
Renee Bobbitt and Kristi Lewis from Liberty National Insurance Company addressed the board presenting an Accidental Death Policy. A motion was made by Johnny Bilbrey to allow the program a FREE Accidental Death Coverage for individuals and their families with no endorsement or sponsorship of Liberty National by the Town of Byrdstown and anyone who participates will be responsible for any and all premiums for additional coverage with no cost to the Town. A second was voiced by Johnny Sells and with all members voting aye the motion carried.
The board authorized the mayor to get information and cost of building a Permanent stage for future events sponsored by the Town.
Under Other Business, Johnnye Davidson addressed the mayor asking if the 4th July celebration was going to be on the square or in the parking lot across from Town Hall. The Mayor explained that for the convenience it was better to have the celebration in the parking lot.
With no further business to discuss a motion was made by Johnny Bilbreyto adjourn until the next regular meeting on Monday April 15, 2013 at 4:30 p.m. at Town Hall. A second was voiced by Opal clayhborn and with all members voting aye the meeting adjourned at 6:13 p.m.
