Pickett County Commission passes resolution supporting people to keep and bear arms

The Pickett County Commissioners met in regular session March 18, 2013. Present and presiding was the Honorable Lana Rossi, Chairman and Robert Lee, Clerk of the Court. All commissioners were present. The following is action taken at that meeting:
•Approved a motion by Colan Huddleston and seconded by Daniel Masiongale to approve the agenda as mended. All ayes. Motion carried.
•Carried a motion by Daniel Masiongale and seconded by Kenny Tompkins to approve minutes from the February 18, 2013 County court meeting. All ayes. Motion carried.
•Passed a motion by Darrell Garrett and seconded Daniel Masiongale to approve New Notary: Michelle Cross and Notary Renewals for Shannon Rector and William Gibson. All ayes. Motion carried.
•Approved a motion by Kenny Tompkins and seconded by Colan Huddleston to approve Monthly Reports for February 2013, FY 12/13 for County General Fund, Debt Service Fund and Solid Waste Fund as presented by Johnie Neal, County Executive. All ayes. Motion carried.
•Carried a motion by Doug Manis and seconded by Colan Huddleston to approve FY 2012/2013 Budget Amendment #7, as presented by Johnie Neal, County Executive. All ayes. Motion carried.
•Passed a motion by Daniel Masiongale and seconded by Kenny Tompkins to approve Resolution 12/13-7, for the Pickett County Commission in support of the people to keep and bear arms. All ayes. Motion carried.
•Approved a motion by Colan Huddleston and seconded by Becky Matheny to approve Byrdstown-Pickett County Volunteer Fire Committee, regular meeting minutes on December 18, 2012. All ayes. Motion carried.
•Carried a motion by Becky Matheny and seconded by Joe Harden to approve Byrdstown-Pickett County Volunteer Fire Department 2013 First Quarter Activity Report. All ayes. Motion carried.
•Passed a motion by Tony Beaty and seconded by Kenny Tompkins to approve the Joint Economic and Community Development Board to apply for $15,000 Grant. All ayes. Motion carried.
•Approved a motion by Joe Harden and seconded by Doug Manis to approve car donated back to County from Volunteer Fire Dept. to be sold for scrap and money to go back to the Byrdstown-Pickett Volunteer Fire Dept. All ayes. Motion carried.
•Other Business
A) Discuss accountability for academy/training within all departments
B) Landfill Track Loader
C) Terry Manis to address court concerning Barnes Ridge Convenience Center
•Carried a motion by Lowell Winningham and seconded by Becky Matheny to close Barnes Ridge Convenience Center effective March 30, 2013. All ayes, except for Darrell Garrett, Eddie Holt and Kenny Tompkins who voted nay. Motion carried.
D) Steve Walker FEMA note
•Passed a motion by Lowell Winningham and seconded by Darrell Garrett to approve Resolution #12/13-8. this is a Resolution authorizing the issuance of Interest Bearing General Obligation Capital Outlay Extension Notes, Series 2013 in an amount not to exceed $235,940.00 and providing for the payment of said notes. All ayes. Motion carried.
E) Penny Taylor Resignation
F) Property Option Agreement
•Approved a motion by Eddie Holt and seconded by Darrell Garrett to approve Land Option Agreement with Upper Cumberland Development District. All ayes. Motion carried.
G) Schedule Agenda cut-off time
H) Grant money availability
•Carried a motion by Colan Huddleston and seconded by Becky Matheny to adjourn until next regular County Court meeting on April 15, 2013 at 6 p.m. in the community Room of the Pickett County Library without roll call.
