County adopts a continuing budget and tax rate


The Pickett County Commisioners met in regular session on June 17th. Present and presiding were Chairman Lana Rossi, Clerk of the Court Robert Lee, County Executive Johnie Neal, Commissioners Tony Beaty, Darrell Garrett, Joe Harden, Eddie Holt, Colan Huddleston, Becky Matheny, Lowell Winningham. Commissioner Kenny Tompkins was absent.
•Motion by Colan Huddleston and seconded by Becky Matheny to approve the agenda as amended. All ayes.
•Carried motion by Tony Beaty and seconded by Becky Matheny to approve minutes from May 20 county court meeting.
•Approved motion by Colan Huddleston and seconded Eddie Holt to approve new Notary: George Sammy Murdock.
•Carried motion by Eddie Holt and seconded by Daniel Masiongale to approve Monthly Reports for May 2013 FY 12/13 for County General Fund, Debt Service and Solid Waste Fund as presented by Johnie Neal, County Executive.
•Approved motion Becky Matheny and seconded by Colan Huddleston to accept Tri-County Propane in the amount of $1.189 per gallon for Pickett County Government propane gas for FY 2013/2014.
•Motion by Becky Matheny and seconded by Darrell Garrett to accept Farmhouse Restaurant in the amount of $3.00 per meal for Pickett County Government meal bids for FY 2013/2014. All ayes.
•Carried motion by Eddie Holt and seconded by Darrell Garrett to approve Johnie Neal, County Executive to propose a negotiation with Leroy Little, Post No. 9 for the acquisition of the American Legion Building by the Dr. Office Building. All ayes except Joe Harden who passed.
•No action taken to approve N. Cave Valley Road and Bluffview Dr. as county roads.
•Motion by Eddie Holt and seconded by Lowell Winningham to approve Resolution 12/13-11. This is a resolution allowing County Executive Office to apply for Little Grant Program for FY 2013/2014. All ayes.
•Approve by Tony Beaty and seconded by Colan Huddleston to approve Pickett County's match in the amount of $48,837 for the CDBG grant for the purchase of two ambulances and four heart monitors.
•Passed motion by Becky Matheny and seconded by Terry Manis to approve county general budget Amendment #10, as presented by Johnie Neal, County Executive.
•Motion by Eddie Holt and seconded by Darrell Garrett to approve County General Budget Amendment #11 as presented by Johnie Neal, County Executive. All ayes.
•Carried motion by Tony Beaty and seconded by Colan Huddleston to approve Solid Waste Budget Amendment #1 as presented by Johnie Neal, County Executive. All ayes except Eddie Holt who voted nay.
•Approved by Colan Huddleston and seconded by Eddie Holt to approve Resolution #12/13-10 to adopt a continuing budget and tax rate for the fiscal year beginning July 1, 2013. All ayes except Joe Harden who voted nay.
•Motion by Colan Huddleston and seconded by Lowell Winningham to approve Debt Service Budget Amendment #1 for FY 2012/2013 as presented by Johnie Neal, County Executive. All ayes except Eddie Holt who voted nay.
•Carried motion by Becky Matheny and seconded by Joe Harden to approve Hud Grant Project Fund Budget Amendment #1 for FY 2012/2013 as presented by Johnie Neal, County Executive.
Update was given on track loader-purchase completed.
Discussion of Industrial Park-TVA proposal
•Motion by Tony Beaty and seconded by Darrell Garrett to approve a Resolution Authorizing the County Executive to submit an application to USDA Rural Development for a Rural Business Enterprise Grant (RBEG) and a Community Facility Loan and submit an application to the Tennessee Valley Authority Investprep Grant Program. All ayes except Daniel Masiongale who passed.
•Motion by Colan Huddleston and seconded by Becky Matheny to adjourn until the next scheduled county court meeting on July 15, 2013 at 6 p.m. in the community room at the Pickett County Library.
