County approves to convert Highway Department outstanding notes into loan

The Pickett County Commissioners met in regular session on November 18, 2013. Present and presiding was the honorable Lana Rossi, Chairman and Robert Lee, Clerk of the Court. The meeting was called to order at 6 p.m. by Clerk Lee who turned the meeting over to Chairman Rossi. The following commissioners were present: Tony Beaty, Darrell Garrett, Joe Harden, Colan Huddleston, Doug Manis, Terry Manis, Lana Rossi, Kenny Tompkins and Lowell Winningham. Eddie Holt and Rebecca Matheny were absent.
The following preceding were had and entered on the court minutes as wit:
Motion by Colan Huddleston and seconded by Kenny Tompkins to approve the agenda as amended. All ayes.
Passed motion by Tony Beaty and seconded by Darrell Garrett to approve minutes from October 21, 2013 County Court Meeting. All ayes.
Motion by Lowell Winningham and seconded by Tony Beaty to approve New Notary: Janet M. Butler and Notary Renewal: Donna J. Cope. All ayes.
Carried motion by Joe Harden and seconded by Kenny Tompkins to approve October 2013 monthly reports for County General, Debt Service and Solid Waste Funds for FY 2013/2014. All ayes.
Approved motion by Colan Huddleston and seconded by Tony Beaty to approve to accept sealed bids on the sale of the Blue Litter Grant Truck, Bids to exceed junk out price, if bids do not exceed junk out price, said truck will be taken to Coopers. Any proceeds will be put in General Fund and said property will be removed from insurance and assets. All ayes.
Other business discussion of Baler from David Dowdy
Motion by Doug Manis and seconded by Darrell Garrett to advertise and make phone contact to bid baler repair at Pickett County Landfill with action to be taken at the December 6, 2013 county court meeting. All ayes.
Discussion regarding replacement of County Commissioner seat in 3rd district-The Law permits 120 days to appoint a replacement. Thus, giving anyone that wants to apply for the said position time to get their name of the list for consideration.
•Carried motion by Colan Huddleston and seconded by Tony Beaty to Elect a 3rd district county commissioner at the December 16th, 2013 county court meeting. This election will be done by paper ballot voting. All ayes.
Discussion on liquor sales by Terry Manis, no action taken.
•Passed motion by Lowell Winningham and seconded by Colan Huddleston to approve Resolution Number 13/14-9. This is a resolution authorizing a Loan Pursuant to a loan agreement between Pickett County, Tennessee and the Public Building Authority at the City of Clarksville, Tennessee in the principle amount of not to exceed $1,483,000.00 All ayes except Tony Beaty, Joe Harden, Doug Manis and Terry Manis who passed. With 5 ayes, 4 pass and 2 absent, Chairman Rossi asked if anyone that pass would like to change their pass, Joe Harden changed his pass to an aye.
Billy Robbins addressed the court at this time.
•Motion by Colan Huddleston and seconded by Darrell Garrett to adjourn until the next regular county court meeting scheduled for December 16, 2013 at 6 p.m. in the community room at the Library without roll call.
