Estes named as new commissioner

The Pickett County Commissioners met in regular session December 16, 2013. Present and presiding was the Honorable Lana Rossi, Chairman and Robert Lee, Clerk of the Court. All commissioners were present. The following is action taken at that meeting:
•Approved a motion by Eddie Holt and seconded by Darrell Garrett to approve the agenda as amended. All ayes. Motion carried.
•Carried a motion by Colan Huddleston and seconded by Kenny Tompkins to approve the minutes of the November 18, 2013 county court meeting. All ayes, except Eddie Holt and Becky Matheny passed. Motion carried.
•Passed a motion by Colan Huddleston and seconded by Eddie Holt to approve November 2013 Monthly reports for County General, Debt Service and Solid Waste Funds for FY 2013/2014. All ayes. Motion carried.
•Approved a motion by Becky Matheny and seconded by Eddie Holt approve County General Budget Amendment #1 for FY13/14 as presented by Johnie Neal, County Executive. All ayes. Motion carried.
•Carried a motion by Kenny Tompkins and seconded by Eddie Holt to approve County General Budget Amendment #2 for FY13/14 as presented by Johnie Neal, County Executive. All ayes. Motion carried.
•Passed a motion by Eddie Holt and seconded by Tony Beaty to approve Resolution #13/14-10 authorizing the filing of a Community Development Block Grant (CDBG) application for the construction of Star Point Fire Station. All ayes. Motion carried.
•Approved a motion by Colan Huddleston and seconded by Darrell Garrett to accept bid from Sawyers in the amount of $45,059.00 to rebuild baler at the Pickett County Landfill. All ayes. Motion carried.
By vote Doris Estes was elected as the 3rd District County Commissioner for the Pickett County Legislative Body for the remaining term starting January 13, 2014.
•Other Business
A) Present CT-0253 Debt Obligation report for the TRANS Loan between County general and Solid Waste.
B) Passed a motion by Eddie Holt and seconded by Becky Matheny to apply for a Tennessee Department of Environment and Conservation (TDEC) Grant for repairs on the Pickett County Community Center. All ayes. Motion carried.
Prior to item C Tony Beaty exited the meeting.
C) Approved a motion by Colan Huddleston and seconded by Becky Matheny to elect Kathy Mitchell to the Pickett County Audit Committee to replace James Rigney for the remainder of his term. All voted aye, except Tony Beaty who was absent.
D) January and February 2014 meetings will be held on the 2nd Monday due to the Holidays.
E) Carried a motion by Becky Matheny and seconded by Colan Huddleston to have the Pickett County Clerk to spread on the minutes, the CT-0253 Debt Obligation Form for the Pickett County Highway Department. This includes the pay-off of outstanding notes in the amounts of $528,399.45, $514,946.76, $239,052.38, issuance cost of $8,845.00 and the new acquisition of equipment for $191,756.42 making a total of $1,483,000.00. All ayes, except for Doug Manis who passed and Tony Beaty who was absent.
•Passed a motion by Colan Huddleston and seconded by Becky Matheny to adjourn until the next regular County court Meeting scheduled for January 13, 2014 at 6 p.m. in the community room of the Pickett County Library without roll call.
